Abstract
Institutions are expected to affect choices between productive and non-productive activities. We propose a theory, which predicts that such choices are sensitive to institutional quality in the mid-range of abilities, but this sensitivity subsides for low and top talents. We test and confirm this inverted-U relationship by using enrollment data on 1,300,000 Russian university applicants over the 2011-2014 period.
